Dubai vs Malaysia for Your Degree: An Honest Comparison (2026-27)

Many families in Kerala weigh Dubai against Malaysia for the same reason: both are close, both are safe, both host international universities. So here is an honest, numbers-first comparison. One thing up front: Emir places students in Malaysia, not Dubai - we publish this because you deserve the real figures before you decide.

01

One university, three campuses.

Heriot-Watt University teaches its International Business Management master’s in Malaysia and Edinburgh, and the Finance pathway of the same master’s family in Dubai. Heriot-Watt says its campuses share identical programme learning outcomes, with one degree certificate globally. From the university’s own fee pages, for the January 2027 intake:

Same university, same master’s family - three very different bills. The figures are published on different bases: Malaysia shows a programme total, while Dubai and Edinburgh show full-time annual fees for their 12-month programmes.
02

Tuition is only part of it.

Malaysia - room rent
RM 800 – 1,500 / month
Malaysia - meals
RM 7 – 30 / meal
Malaysia - monthly needs
RM 1,500 – 2,500

Monash University Malaysia’s published estimates for its campus area - other cities and campuses differ. In Dubai, Heriot-Watt states that tuition excludes accommodation and transport, and that university visa sponsorship carries additional fees on top of tuition - budget for those separately.

03

Visas differ too.

Malaysia

EMGS, one national system

First-year EMGS items, incl. the 8% tax≈ RM 2,700 to 3,300
e-Visa and university chargesextra
Published fees, routed through EMGS - itemised in our visa guide.
Dubai

Refundable security deposit on acceptanceAED 1,000 (about Rs 25,900)
A first instalment is also due when you accept the offer.
04

The bottom line.

These are differently titled programmes priced in three currencies on different bases, so treat this as an illustration of how much the campus choice can matter, not a like-for-like verdict on which campus is cheapest overall. On the published figures, the Malaysian campus shows the lowest tuition of these three examples, and Malaysia’s day-to-day living costs are published and modest. Dubai offers its own advantages, and for some families it is the right call.
